Job Description

Scope of the Work:

  • Organize a series of aquaculture related consultative engagements (meetings) with smaller groups of stakeholder policymakers at National and County level
  • Assess and identify policy gaps, challenges and needs of food system policies in Kenya with focus on 5 targeted counties
  • support the project team and the Ministry officials to finalize update of policy and regulatory documents including the Draft National Aquaculture Policy 2025 National Aquaculture Strategy and Development Plan and aquaculture suitability map to ensure they properly integrate aquaculture’s multidimensional needs and opportunities, and account for the perspectives and needs of multiple stakeholders.
  • Conduct policy validation workshops to receive input from key stakeholders on policy improvements (short-term field data collection could be conducted if required to support finalization updated policies)
  • Assess and identify opportunities and pathways for using policy instruments to address challenges related to aquaculture including but not limited to fish feed cost, quality and standards required of feed producers and provide technical support to advance these policy improvements
  • identify counties (from 5 targeted counties) with a combination of expressed interest in making aquaculture policy review to emerging opportunities for delivering gains through these policy improvements
  • support the county governments to review, design and structure supportive county-level policies
  • Support exchange of knowledge and lessons through inter-county policy fora
  • Convene 2 policy forums to allow key stakeholders provide feedback on the policy options developed for aquaculture development
  • Stakeholders’ consultation reports: Stakeholders’ consultation forums conducted to promote discussions, knowledge exchange and build effective relationships that support aquaculture growth
  • Support updating of policies where applicable, including Draft National Aquaculture Policy 2025, National Aquaculture Strategy and Development Plan and aquaculture suitability map submitted for approval. Host Policy Validation Workshop and produce workshop report
  • A report on policy opportunities and pathways to address challenges across aquaculture sector value chain including and related to fish feed quality and regulatory standards
  • Exchange of knowledge and lessons through inter-county policy for a conducted to ensure that national-level policies are complemented by supportive, well-structured county-level policies and decision-making
  • Fostered policy dialogues forums at county level and between counties held to make aquaculture policy improvements

Requirements:

  • PhD or Master’s degree Political Science, Public Administration, Law, economics or related field
  • Minimum 10 years proven professional practical expertise and experience leading policy dialogues and development,
  • Exceptional knowledge of Kenyan public administration, Policy and governance structures
  • Proven experience working with a wide range of multi-stakeholders including government agencies and local farming communities, especially in the fisheries and aquaculture sectors
  • Exceptional knowledge of existing aquaculture related environmental policies and legal frameworks requirements
  • Proficiency in Microsoft applications including Excel, Word and PowerPoint, applied experience in essential data collection and analysis, computer software/packages
  • Excellent skills in data analysis and concise report writing
  • Excellent communication skills -English, Swahili
